On September 13, 2021, the Trade Remedies Administration (Ministry of Industry and Trade) said that the US has just announced an extension of the time to issue the final conclusion of the anti-evading investigation case against Vietnam’s stainless steel plate.
Previously, on May 15, 2020, the US Department of Commerce (DOC) initiated an anti-dumping and anti-subsidy tax evasion investigation on stainless steel plates (belt and strip) of Vietnam.
In which, DOC investigates two contents: Scope inquiry to determine whether stainless steel products manufactured in China are then further processed in Vietnam before being exported. to the US is subject to tax imposition or not; and investigating anti-circumvention behavior of Vietnamese enterprises.
This is a case initiated by the DOC to investigate itself, not based on the accusations of the domestic industry because the DOC believes that there are signs that this product of Vietnam is evading trade remedies that the US is applying. with China.
On August 31, 2021, the DOC announced an extension of the time to issue the final conclusion of the case.
Specifically, the DOC is expected to issue final conclusions for both product scope investigations and anti-circumvention investigations by January 5, 2022.
This is the second time the US has announced an extension of the investigation period (the first time, the US extended it to September 8, 2021).
In order to respond to the case and protect the legitimate interests of exporters in this case, the Trade Remedies Department recommends that relevant businesses continue to closely monitor the developments of the case.
Actively cooperate and provide information to the investigating agency; promptly comment on the conclusions of the DOC or the issues raised by the interested parties. At the same time, regularly exchange and closely coordinate with the Trade Remedies Department in the process of handling the case.
